It doesn't matter where you study IELTS, your success depends on how your confidence is. IELTS course just gives you all fundamental parts which help learners get familiar with IELTS exam structure. Btw, your speaking skills can be improved by talking a lot with foreigners in many public places in HCMC.

Self-directed learning is the best way to achieve your goals.
