Maybe you're wrong, i had take a part of English Test by paper when apply to a holland company, My current company ( belong to PV Gas and BP ), i had to pass the test in illa VietNam when they offered the job .... :">

So your company is not an international company, it's a joint venture.
Moreover, if there are too many applicants, sometimes they held paper test to eliminate so so applicants.

In My experience:
The host will ask you some questions, then you have to write down the question and your answer. That mean they will test your speaking, listening, writing and reading too.
I had fail in that test b'cuz the host is Dutch so that too hard to listen what was he speaking ? -> American action is my fav kind of movie, so American English accent is easier to understand than Dutch English

Yes you're right, but my company run by BP ( British Petroleum ), that mean the operations, policies, recruitment ... are the same to the Global BP .
