here the rule of using a and an
"a" goes with words which begin with a "consonant" (phụ âm:bcdjkhnm...)
"an" goes with words which begin with a "vowel" (nguyên âm:aeuio...)

so

if you want to know when to use a and when to use an, you must know exactly its pronunciation
university in pronunciation is "ju ni vơ xi ti" (sr i dont know how to write the exact pronunciation in the dictionary)
so you can see, "university" begins with "j" in pronunciation
so it has to go with "a" not "an"

and "unrated" is pronunciated as "ăn rết tựt"
"ă" is a vowel so the word goes with "an"

a dùng với từ bắt đầu bằng phụ âm (bmnhkdl...)
an dùng với từ bắt đầu bằng nguyên âm (aeuio...)
nhưng phải là trong phiên âm của từ ấy

university mặc dù bắt đầu bằng u nhưng trong phiên âm nó là "ju"
j là phụ âm nên phải là a university
