! I think: couldn't have happened to a nicer guy = in the past, it happened to a nicer guy. So, I don't see any irony here

If it happens in your context, the cop may be mocking at the criminal's demise.

In case of conditional types, it could be explained in 2 ways:

"If he were a nicer guy, it couldn't have happened to him." - I know he's not very nice and something like this is bound to happen to someone like him. Unfortunately, it's unlikely he can behave better and avoid it.
"If he had been a nicer guy, it couldn't have happened to him." - I knew he was not very nice something like this was bound to happen to someone like him. Unfortunately, he couldn't become a better person and avoid it.
