I am still confused! I think: couldn't have happened to a nicer guy = in the past, it happened to a nicer guy. So, I don't see any irony here.

If it is ironic, I think it has to be: it couldn't happen to a nicer guy.

If it happens in your context, the cop may be mocking at the criminal's demise.

In case of conditional types, it could be explained in 2 ways:

• "If he were a nicer guy, it couldn't have happened to him." - I know he's not very nice and something like this is bound to happen to someone like him. Unfortunately, it's unlikely he can behave better and avoid it.
• "If he had been a nicer guy, it couldn't have happened to him." - I knew he was not very nice something like this was bound to happen to someone like him. Unfortunately, he couldn't become a better person and avoid it.
