Libya on oil contracts: we will favour our friends
DOHA, Nov 13 (Reuters) - Libya's new government will reward its friends once the oil producer begins awarding oil contracts in the aftermath of its civil war, the head of its National Oil Corporation (NOC) said on Sunday.
Libya is not expected to give any major new concessions until an elected administration takes over from the incoming transitional government, in about eight months time.
"During the transitional period I don't expect awards of any licences or contracts," Nuri Berruien told reporters on the sidelines of a meeting of the Gas Exporting Countries Forum in the Qatari capital Doha.
"Everything else being equal, we will favour our friends."
Libya's transitional government has said existing contracts with foreign firms would be honoured but any found to have been awarded corruptly may be reviewed.
Berruien said the North African state's oil production, which currently stands at 600,000 barrels per day as of November, is expected to hit 800,000 bpd by year-end and return to pre-war levels by the end of 2012.
Libya was pumping around 1.6 million bpd of which 1.3 million flowed onto the international market but civil war caused a virtual halt in output.
"Currently we're producing 600,000 bpd per day, 140 of that goes to refining and the rest to exports, so you do the math," he said.
Berruien said rebuilding the North African state's oil infrastructure in the aftermath of the civil war that ousted former leader Muammar Gaddafi would cost "hundreds of millions but not billions."
Italian oil and gas major Eni, the largest foreign oil producer in Libya before the war, expects to restore by mid-2012 as much as 95 percent of its oil output in the country, its head of exploration and production told Reuters last month.

Berruien cũng thông báo tình hình sản xuất dầu ở Bắc Phi, hiện đang ở mức 600 ngàn thùng/ngày vào tháng 11, dự kiến sẽ đạt 800 ngàn thùng/ngày trước cuối năm và đạt mức như trước chiến tranh vào cuối năm 2012.
Libya từng khai thác khoảng 1,6 triệu thùng dầu mỗi ngày, 1,3 triệu thùng được xuất khẩu ra thị trường quốc tế, nhưng cuộc nội chiến đã khiến việc khai thác bị đình trệ.
“Sản lượng của chúng tôi đã tăng lên 600.000 thùng/ngày, trong đó 140.000 được chuyển tới các nhà máy lọc dầu của Libya và 460.000 khác dùng để xuất khẩu”, ông Berouin nói.
Ông Berouin nói việc sửa chữa cơ sở hạ tầng ngành dầu mỏ sau cuộc nội chiến sẽ tiêu tốn “hàng trăm triệu USD”.
Italian oil and gas major Eni, công ty sản xuất dầu nước ngoài lớn nhất ở Libya trước chiến tranh, dự kiến sẽ khôi phục 95% sản lượng vào giữa năm 2012.
